Nicholas Dee
Barrister Member

Nicholas currently sits in the First Tier Tax Tribunal and works as a Citizens Advice Bureau generalist adviser.
Qualified as a Barrister and Chartered Accountant, he worked with two international accounting firms advising multinationals on tax matters between 1973 and 1987.

As a Senior Vice President and Director of Taxation at SmithKline Beecham plc for 14 years until 2001 with departments in London and Philadelphia he was responsible for all the group's tax affairs worldwide.

He has also served on the Bar Council and is a previous Chairman of the Bar Association for Commerce, Finance and Industry. Prior roles also include Chairman of the Tax Committee of the Confederation of British Industry and of the Executive Committee of the Institute for Fiscal Studies.

Tim Fry
Lay Member

During a 30 year career with the National Audit Office, Tim planned, managed and undertook a wide range of value for money investigations in the public sector, principally in the health and education fields. He also advised and assisted many overseas audit offices on value for money issues, as well as performing a similar role for the House of Commons and House of Lords.

As a specialist in performance measurement and client services issues, Tim has provided consultancy services to OECD and the World Bank. He is a chair magistrate in both adult and youth courts.

Tim is currently a self-employed management consultant, including advising on consumer issues in the retirement housing sector and working with individuals and organisations to provide mindfulness approaches to improving mental and physical well-being.

Judith Worthington
Lay Member

Judith has extensive experience of regulation in the healthcare, accountancy and legal professions as a board member and in disciplinary proceedings.

Judith is a member of the Medical Practitioners' Tribunal Service Committee which provides board oversight of the adjudication function for UK doctors. She is also a member of the strategic risk committee at ILEX Professional Standards. Until recently Judith chaired the GMC's fitness to practise panels and was a lay member of the General Pharmaceutical Council and its audit and risk committee and audit committee chair at the General Chiropractic Council. She was vice chair of the University Hospitals of Leicester NHS Trust where she set up and chaired its Governance and Risk Committee.

From 1997 - 2004 she was a lay member of the Lord Chancellor's Judicial Appointments Panel and from 1991- 2010 was a magistrate, chairing the adult court and the family proceedings panel in Leicester. She was a lay member of the BSB's professional conduct committee for 6 years until December 2013.
