The Bar Standards Board (BSB) has appointed four new members to its Advisory Pool of Experts (APEX).

APEX is a pool of external advisors who can be called upon to provide expertise to assist the BSB in performing its regulatory functions. The BSB uses APEX for advice and support, helping the organisation to develop policy and make regulatory decisions. APEX is made up of a diverse group of people, from a wide range of backgrounds, who are experts in their respective fields.

The new appointees to the BSB’s Advisory Pool of Experts, and their corresponding areas of expertise, are:

  • Harriet Gamper – Consumer Affairs
  • Dr Andromachi Georgosouli - Regulatory Policy and Theory
  • Dr Sally Gosling – Quality Assurance
  • Marie Pye – Equality & Diversity

Members of APEX will be engaged by the BSB on a case-by-case basis and enter into a paid consultancy agreement for services with the BSB for up to 10 days’ work per year.

About APEX

APEX was formed as part of the BSB's governance restructuring which has led to more executive-led policy development and decision making. APEX members are appointed to provide external and independent advice to BSB staff working on policy development or taking regulatory decisions on exemptions from qualification requirements or enforcement cases.

About Harriet Gamper

Harriet is a public policy professional, specialising in consumer and competition policy in regulated markets, with particular focus on vulnerable consumer groups. She is currently a Principal in the Civil Aviation Authority’s Consumers and Markets Group. She holds a Masters in Law and Economics and has contributed to a number of academic publications. Previous roles include work on consumer credit at the Office of Fair Trading and consumer policy and compliance at the Office of Rail and Road, as well as for the Legal Services Board. “Consumer Theories of Harm”, of which she is joint author, was published by Hart in 2019.

About Dr Andromachi Georgosouli

Dr Andromachi is a legal expert in financial regulation (banking, securities, insurance) and currently a senior lecturer at the Centre for Commercial Law Studies, Queen Mary University of London. Her research aims to be problem-solving and focuses, in roughly equal measure on financial law and the theory and policy of regulation. Through her research, Andromachi tries to understand how rules could be used more effectively for the implementation of an approach to financial regulation that aspires to be risk-based, outcome-based and judgment-led; and what principles ought to govern the prevention and management of financial crisis, transnational governance and the penetration of algorithmic-decision making into regulatory processes and functions. Andromachi has published extensively in top law journals including the Cambridge Law Journal, the Brooklyn Journal of Commercial, Financial and Corporate Law, the Journal of Banking Regulation, the Journal of Law and Society, the Oxford Journal of Legal Studies, and the journal of Legal Studies. She regularly contributes to books, and, over the years, she has been involved in the preparation of independent reports and briefings in the field of her expertise. In 2016, Andromachi was the holder of a prestigious scholarship under the European Central Bank (ECB) Legal Research Programme.  She holds a PhD in financial regulation and an LLM in Banking and Financial Law both from QMUL, and an LLB from Democritus University of Thrace (Greece).

About Dr Sally Gosling

Dr Sally Gosling has a first degree and PhD in history. She worked for the Chartered Society of Physiotherapy (CSP) for many years, including for 12 as an assistant director. She developed the Society’s approach to education, workforce development, CPD and regulatory issues. In 2018, she was awarded an honorary fellowship by the CSP for her leadership of physiotherapy education.

While at the CSP, Sally initiated and led the development of an outcomes-based approach to CPD across the allied health professions (AHPs). This informed how the Health & Care Professions Council defined its CPD requirements, currently applied to over 280k registrants within 15 different professions. She also chaired the education leads group across the AHP professional bodies, leading collaborative activity on education and student funding, degree apprenticeships and workforce supply and demand issues.

More recently, Sally was director of education for the College of Optometrists. In this role, she had strong input to the General Optical Council’s education strategic review. This included as a member of expert advisory groups charged with producing the regulator’s new outcomes, educational standards and quality assurance and enhancement approach. She also led the College’s approach to adapting its education provision in the context of Covid and safely upholding education progression and workforce supply.

Sally now works as a healthcare education and workforce development consultant. In this capacity, she is currently developing Health Education England’s approach to multi-professional advanced practice credentials, with a focus on optimising workforce capability and capacity to meet high-priority population, patient care and service delivery needs.  

About Marie Pye

Marie has been involved in equality, diversity and inclusion in the public sector for over 30 years and has been involved with a wide range of organisations.  She worked for seven years for the Disability Rights Commission initially as Head of Policy and then leading all of the work of the organisation developing the public sector equality duty.

Since leaving the DRC Marie has spent some time undertaking a range of public appointments these have included chairing the Transport for London Independent Disability Advisory Group, the Defra Disability Advisory Group and being a member of the Professional Conduct Committee and Independent Disciplinary Board at the BSB. She is currently a member of the Expert Consumer Panel for the Office for Rail and Road.

For several years Marie advised HS2 in relation to their equality impact assessment of the proposed route beyond Birmingham. One particular role which Marie has undertaken is assessing a range of Premier League football clubs in relation to equality and diversity and reviewing their performance against the Equality Standard for Sport. She has also undertaken a range of advisory roles for national organisations in the culture, finance and education sectors including Arts Council England, Financial Conduct Authority, Money Advice Service and local authorities and educational bodies.
