Barrister Jenny Guan has been prevented from practising for two years by an independent disciplinary tribunal, which concluded on 24 April 2026, following charges of professional misconduct brought by the Bar Standards Board (BSB).

The tribunal found that Ms Guan acted dishonestly in her representations to her supervisor. In particular, she failed to explain that a document she presented was a recreation and not the original version and she was not truthful about whether she had shared other work to a peer outside chambers.  

The tribunal found one charge of dishonesty admitted and proved, and a further charge of dishonesty proved in part. In determining the sanction, the tribunal considering all the evidence before it, concluded that there were exceptional circumstances that means the conduct could be met by an order preventing Ms Guan being issued with a practising certificate. 

The tribunal therefore imposed an order on these terms for two years. The panel also imposed an order that she not be issued with a certificate until the substantive sanction comes into effect.  
 
A BSB spokesperson said: 
 
“Dishonesty is a serious breach of the standards expected of barristers. The tribunal considered all the matters carefully and the sanction reflects the seriousness of the misconduct while taking into account the specific circumstances of the case.” 
 
The tribunal’s findings remain subject to appeal.
