The Bar Standards Board (BSB) is seeking tenders from suitably qualified and experienced legal services providers to support our review of the Enforcement Regulations in Part 5 of the BSB Handbook, in particular the drafting of revised regulations.

We are looking for providers with demonstrable and relevant expertise and experience in a professional regulatory context and in advising on and drafting legal and/or regulatory instruments.

On 3 July we issued a consultation document on our Enforcement Powers and Procedures (Proposed revisions to the Enforcement Regulations: Part 5 of the BSB Handbook).  The consultation invites responses on “in principle” proposals to change our regulations.

Following the consultation, which is due to close on 15 October 2025, we plan to undertake a second consultation on the drafting of the revised regulations in Spring 2026. The aim is for the new regulations to come into force from January 2027.

The scope of the work covered by the Invitation to Tender (ITT) is the drafting of the revised Enforcement Regulations and supporting activities.

Further details and the full Invitation to Tender (ITT) can be obtained by emailing [email protected].

Those requesting a copy of the ITT will be expected to keep the contents confidential.

The deadline for all tenders to be received is 5pm on 11 August 2025.
