The Bar Standards Board (BSB) has appointed three new members to its Advisory Pool of Experts (APEX).
APEX is a pool of external advisors who can be called upon to provide expertise to assist the BSB in performing its regulatory functions. The BSB uses APEX for advice and support, helping the organisation to develop policy and make regulatory decisions. APEX is made up of a diverse group of people, from a wide range of backgrounds, who are experts in their respective fields.
The new appointees to the BSB’s Advisory Pool of Experts, and their corresponding areas of expertise, are:
- Karen Chouhan (Equality and Diversity):
- Eleanor Davison (Money Laundering Regulations); and
- Stewart Horne (Consumer Affairs).
Members of APEX will be engaged by the BSB on a case by case basis and enter into a paid consultancy agreement for services with the BSB for up to 10 days’ work per year. They will take up their appointments from 4 September.

About APEX
APEX was formed as part of the BSB's governance restructuring which has led to more executive-led policy development and decision making. APEX members are appointed to provide external and independent advice to BSB staff working on policy development or taking regulatory decisions on exemptions from qualification requirements or enforcement cases.
About Karen Chouhan
Karen Chouhan is a Lead Equality Officer with a specialism in race policy for the National Education Union. She was previously a Senior Area Manager for the Workers Educational Association (WEA), a national charity providing adult education including for the poorest and most disadvantaged people.
She has lived in Leicester since 1975 and has worked in FE as an English and ESOL teacher and in HE for De Montfort University for 12 years as the programme lead for the MA in Community Education and Youth Work.
She has also worked as a CEO for a national race equality charity and won several awards for her anti- racist work and tackling Islamophobia. In 2005, she was named by Joseph Rowntree Charitable Trust as a ‘Visionary for a Just and Peaceful World’. They funded her work on ‘Equanomics’ (Equality via Economic Justice) for five years.
About Eleanor Davison
Eleanor Davison is a barrister at Fountain Court Chambers, specialising in financial crime, fraud and regulatory law.
Eleanor has expertise in all aspects of the anti-money laundering and terrorist financing regimes, corporate criminal and civil fraud and sanctions. Eleanor advocates on these issues in the High Court and the criminal courts, acting for a wide range of clients including the Home Office, the Financial Conduct Authority, the Bank of England, global financial institutions, the insurance sector and senior executives.
Eleanor is listed as a leading practitioner in Chambers and Partners and the Legal 500 in the fields of Financial Crime, Financial Crime Corporates, Financial Services, Proceeds of Crime and Business and Regulatory Crime.
Eleanor is co-editor of the Practitioner’s Guide to Global Investigations and a contributor to Lissack and Horlick on Bribery and the Lloyds Financial Crime Law Reports.
About Stewart Horne
Stew is Head of Energy Networks and Systems at Citizens Advice, representing consumers in areas from consumer protection to highly technical utility network price controls. His team was awarded 2018 Charity Times “Campaigning Team of the Year” for their successful work on energy network price controls. He is a member of Ofgem’s RIIO-2 Challenge Group, the Balancing and Settlement Code panel, and represents BEUC (the European Consumers’ organisation) on Entso-E’s Advisory Council.
Stew has worked across a wide range of consumer policy areas, starting in central government working on areas such as digital television switchover and nutritional labelling on food before moving into energy policy.
Stew has a BA Politics, Economics and Philosophy, and an MA Political Philosophy from University of York.
