An independent disciplinary tribunal has ordered that barrister Chan In Devin Sio be disbarred following a finding of professional misconduct arising from charges brought by the Bar Standards Board (BSB).

The tribunal found that Mr Sio had acted dishonestly and failed to report disciplinary proceedings brought against him in Hong Kong. In October 2022 the Barristers Disciplinary Tribunal of the Hong Kong Bar suspended him for 45 months. In August 2024 an appeal brought by Mr Sio in Hong Kong was unsuccessful.

Having found Mr Sio to have been dishonest, the panel decided that the appropriate sanction was to order his disbarment.

A spokesperson for the Bar Standards Board said:
“The public and the profession should expect barristers to act with honesty and integrity at all times, including when practising in other jurisdictions. Dishonesty such as this undermines the trust and confidence that the public places in barristers and in the profession as a whole. The tribunal’s decision to disbar Mr Sio reflects the seriousness of this misconduct and the importance of maintaining the integrity of the Bar.”

The tribunal’s findings remain subject to appeal.
