Barrister Richard Keogh ordered to be suspended from practice for 28 days

Barrister Richard Keogh, called to the Bar of England and Wales by Middle Temple in November 1991, was ordered to be suspended from practice by an independent disciplinary tribunal at a hearing held on 7 October, following charges of professional misconduct brought by the Bar Standards Board (BSB). The tribunal ordered that Mr Keogh be suspended for a period of twenty-eight days starting on 7 October 2019, subject to any appeal.

Barrister Naseem Bajwa ordered to be suspended for 12 months

Barrister Naseem Bajwa, called to the Bar of England and Wales by Gray's Inn in March 2012, was ordered to be suspended from practice by an independent disciplinary tribunal at a hearing held on 1 October, following charges of professional misconduct brought by the Bar Standards Board (BSB). The tribunal ordered that Mr Bajwa be suspended for a period of twelve months starting on 1 October 2019, subject to any appeal.

Bar Standards Board appoints a new Director General

The Bar Standards Board has appointed Mark Neale to be its new Director General.  He will take over from Dr Vanessa Davies after her planned retirement on 31 January 2020.  Dr Davies has led the BSB for the past nine years.

BSB seeks panel for paid legal representation for tribunals and other hearings

The Bar Standards Board (BSB) is seeking applications from chambers or other authorised organisations specialising in regulatory and disciplinary law for our new Tribunal Representation Panel (TRP), which will start operating from 1 January 2020. Those appointed to the TRP will be responsible for providing counsel to represent the BSB at the Bar’s independent disciplinary tribunals and at a range of other hearings associated with our enforcement processes.

Possible changes to pupillage recruitment and advertising

We recently launched a targeted engagement programme to seek views on two proposals: mandating the use of the Pupillage Gateway timetable for pupillage recruitment (but not the use of the Gateway itself), and mandating written agreements between pupils and their Chambers or other Authorised Education and Training Organisation (AETO). We would like to thank everyone who took the time to respond. We proposed that these requirements would be introduced as conditions of AETO authorisation in November 2019, but we have now decided that, if these proposals are adopted, more time would be needed for implementation. We will announce the outcome of the engagement programme and any dates by which implementation would be required in due course.

BSB updates policy on the publication of disciplinary findings against barristers

The Bar Standards Board (BSB) last night decided to update its policy on the publication of disciplinary findings for professional misconduct. The policy will in future extend to all avenues by which the BSB puts disciplinary findings into the public domain and the lengths of time for which such findings are made publicly available have also been revised.

BSB offers first conditional authorisation to a vocational training provider

The Bar Standards Board (BSB) has announced that it intends to authorise the Inns of Court College of Advocacy (ICCA) as an Authorised Education and Training Organisation (AETO) for the provision of vocational training for the Bar, subject to certain conditions.  A number of other potential training providers are also in the process of seeking authorisation so the BSB hopes that there will be lots of choice available when new courses begin in 2020.
