Bar regulator has made “significant improvements”, says LSB’s report

10 May 2016

The Bar Standards Board (BSB) has made "significant improvements" as a regulator since 2012-13, says the Legal Services Board (LSB)'s today in its Regulatory Standards Report for 2015-16 about the Bar regulator.

The Regulatory Standards Report is the means by which the LSB assesses the performance of all of the legal services regulators. It uses five regulatory standards:

outcomes-focused regulation, risk assessment, supervision, enforcement and capability and capacity.

The LSB report commends the BSB in a number of areas in which key progress has been made. These include:

  • The BSB's progress in establishing a Supervision function and in making it operational;
  • The BSB's progress in putting consumers at the heart of legal regulation, collaborating with CILEx Regulation and the LSB in the areas of youth advocacy standards and public access, respectively;
  • The BSB's work in embedding its regulatory risk programme, in particular, publishing its Risk Outlook and bringing its frontline regulatory functions together; and
  • The BSB's ongoing governance reform programme to enable it to make decisions more effectively and efficiently.

BSB Chair Sir Andrew Burns said: "We welcome today's publication of the LSB report. It is most encouraging that the LSB agrees with our assessment in key areas where we have made significant progress. The report shows we have made good progress in becoming a modern and efficient regulator. Our recently published Strategic Plan for 2016-19 sets out our priorities for the future as we continue to improve the way in which we regulate the Bar."
